Minister for the Environment Phil Hogan has said that the new property tax will not be deducted directly from the wages of PAYE workers.
The Minister said that people themselves will decide how they want to pay, and there will be no "smash and grab" approach.
Minister Hogan said there will be a range of ways to pay, but ruled out taking the money straight from people's wages.
"No, I wouldn't agree with that at all, and that's not the case at all," said Minister Hogan in Rio De Janeiro, where he is attending a conference.
"The Revenue Commissioners will be involved more in the collecting of taxation but it will be a matter for each individual to decide how they want to pay it, and there'll be a suite of options open to them
"There won't be any smash-and-grab."
