Some 80% of the property tax will be kept in local areas from next year.
It comes as new figures show that Dublin is getting up to 50 times less funding for local services than some rural areas.
Dublin city has been allocated over €5 per person this year - compared to over €260 per person in Leitrim.
Dublin South-East Labour TD Kevin Humphreys says that will not happen in 2015.
"From next year, 80% of all property tax will stay in the local authorities and 20% will go into a central fund - and that's a fact," he said.
"But unfortunately the reality in many cases is urban areas, for many decades, have been operating on a far less subvention from central government; and that's one of the things that the property tax will rebalance."
