Officials have written to the teenagers in error, and demanded payment of the tax which is due in July.
A group of youngsters staged a protest at Leinster House in Dublin today to highlight the blunder.
They believe that children are expected to inform on their parents.

"They are expecting me to rat my mam out. I don't feel comfortable doing that because it's not my job," said one.
"I think the Government are seeing this administrative error as a plus for them, that the parents might come out now and jump on the grenade for their kids," said another.
"I don't think the Government have a clue what they're doing…I don’t think they know who's who," said a third teenager.
