The Public Expenditure minister Brendan Howlin has said property taxes are going to increase "organically over time".
Mr Howlin said the tax reliefs in next month's Budget will focus more on workers rather than homeowners.
The Government has already committed to delaying the increase in property tax which is planned for November 2016.
However, Minister Howlin has hinted that the freeze will not be made official for another year.
Mr Howlin said: "Well, I mean property taxes will increase organically over time, but there is a fair tax burden on people right now.
"So the focus as we have agreed with Fine Gael in the upcoming budget will be to reduce the taxation pressure on people, but primarily the taxation pressure on people who are at work."
